Data discrepancy between events reported using event name vs using event action

Hi everyone,
I am tracking file downloads using event tracking and everything seems to be working well, but in the dashboard I find that there is a discrepancy between the number of events reported under a particular event action (url of the file downloaded) vs the number of events reported under an event name (the filename of the file downloaded).

I’ve attached two screenshots that show how the numbers reported under event name (secondary dimension event action is open) and event action are slightly different. In this case the discrepancy is only 1, but over longer time frames I see larger differences.

What explains this difference?

Could you create a bug report on our tracker @ Issues · matomo-org/piwik · GitHub with some steps to reproduce the issue so we can reproduce it and attempt to fix it, once reproduced?
