How goal works?

Hi. there.

I got a new question that hoping somebody could help me.

I set a goal aim at making a record that who visit my site with a URL contains a string (like ‘come_from=1’)
(The whole url is like http://www.example/?page=1&…&come_from=1&…)

so I config the goal is below:

1.Goal is triggered when visitors Visit a given URL (page or group of pages)

2.where the URL contains come_from=1

But the goal recorded everyone who visited my site including the url he visited do not contain the ‘come_from=1’.

Did I set the goal is wrong?
or How to set it?
