Group Websites by Subject

I have inherited a system where a handful of our websites have been grouped under a defining label. For instance, a label might be “Historical Sites”, and then a number of urls that access our historical sites are listed / indented below this label. I can’t figure out how to define the label and link the websites. Help is appreciated!
