URL(s) for Title, Title(s) for URL

I need to get Title for some URL in the Pages report and URL for Title in the Page titles report. E.g. some api call / function, where i will put URL and it would return registered title(s) for this URL and vice versa. Does something like this exist?

Did you have a look at the API reference?
https://developer.piwik.org/api-reference/reporting-api#Actions

It seems like the data you want is not part of the functions Actions.getPageUrl or Actions.getPageTitle, which is what I looked at.
